Here is some information on what to expect from the draft petition and draft charter once reviewed by legal and the LBC staff. It is our desire to develop a borough government that:
- enables local communities to be as autonomous and self-governed as possible,
- prevents the Assembly from approving ordinances that didn't have wide support throughout the Borough, and
- give equal representation at all levels of government, including leadership roles, to all areas of the Borough
The proposed Borough would be a council-manager type of government.
The approach is to have Neighborhood Councils generate ideas, policies and items for action in the form of legislation for the Borough Assembly to consider. The Assembly is comprised of delegates selected by each Neighborhood Council to represent them. The Assembly considers legislation and votes it up or down, approved potential assembly ordinances are passed go back to Neighborhood Councils for ratification. This would be similar to a mayor having veto power over Assembly action, in this case it is the people. If ratified, the ordinance is adopted. The Chair of the Assembly acts as Mayor, and the Chair/Mayor position rotates among Neighborhood Councils until all have had a chance to have a delegate from their area be Mayor, after which the order is again repeated. Service areas and cities may form, with delegates to those bodies also selected from Neighborhood Councils.
Below is the information required by the LBC for petition signatures. We cannot accept detachment or incorporation signatures until the LBC staff technical review of our petition is complete and accepted for submittal to the full commission. Stay tuned.
